Anne Street Sewer Bypass
Borough of Stroudsburg, PA

While employed with a former firm, WB’s Senior Civil Engineer, Derek Hughes, oversaw the construction of a 1700 ft., 12-inch diameter sewer main bypass. The project was challenging because during construction, the proposed sewer route was found to intersect an abandoned 3 ft. by 5 ft. concrete and stone-arched mill race from a former textile mill. Even though the project was facing down-time charges assessed by the contractor, Derek directed the contractor to perform test pits to determine the extent of the obstruction. The contractor’s exploratory efforts were compensated using contract-established unit prices.

The mill race was removed using a field negotiated unit price for rock removal based on Derek’s recommendation and approval by the Borough Manager and Borough Council. He provided technical support for the relocation of manholes and adjustment of pipe grades while maintaining the requirements of the design intent. The contractor remained on the project throughout the field engineering period and did not assess the Borough for any delays.

In spite of significant changes, the project was completed on time and change orders totaled less than 5% of the original construction budget.
