Elizabeth Maintenance Facility City of Elizabeth, NJ
While with a former firm, WB’s Senior Civil Engineer, Derek Hughes, provided the civil engineering design services for this twenty-bay maintenance garage and equipment storage area. The four acre site posed many challenging special design considerations. In addition to the site’s proximity to adjacent wetlands, the presence of gas and high voltage electric lines further constrained the site’s use.
The site was among the first in New Jersey to implement Best Management Practices (BMP’s) for storm water management and soil erosion and sediment control. These requirements caused the routing of roof collected storm water directly to underground detention and infiltration and parking lot collected storm water being routed through water quality treatment chambers prior to discharge to the adjacent Elizabeth River.
The city’s numerous maintenance vehicles were accommodated by developing a double-parked parking plan. Additionally, block heater plug-in reels were provided at the site’s periphery such that both double-parked vehicles at the periphery and the interior could be plugged in during extreme winter conditions.
Limited space caused the site plan to dictate one-way circulation through the site. Furthermore, space limitations and new environmental regulations governing salt storage caused the covered salt dome and dumpster areas to share access space. The site circulation plan was developed with consideration towards onsite winter snow removal and snow storage. The city recognized the special constraints and was please with the plan.
Other civil engineering design features included:
- A truck wash bay that recirculated wash water minimized effluent discharged to the local sewer authority.
- Separation of employee and visitor parking from maintenance vehicle parking strategically placed fences and gates that provided both site security and access to those with clearance.
