Penn DOT Maintenance Facility
Luzerne County, PA

WB’s Senior Civil Engineer, Derek Hughes, while working with a former firm, managed all engineering design aspects for the design of a new Penn DOT Maintenance Facility, including MEP, structural, information technology, fire suppression and civil engineering.

This brownfield redevelopment project reclaimed a twelve–acre fly-ash stabilized former coal mining spoils pile. The project involved the design of a twelve-bay maintenance garage, administrative offices and training facility. The facility design included sign shop, paint shop, spare auto parts and tire locker room, automotive fluids hazardous material storage, truck wash area, arc-welding areas, seasonal equipment storage and block heater plug-in area for extreme winter conditions. Salt storage was provided at other county facilities and was not required at this facility. Design details included:
  • Brick facade at site entrance to office facilities and metal siding for the garages.
  • High garage bays to allow dump trucks to raise their beds while inside the garage.
  • Separation of employee/public parking from maintenance truck and equipment parking.
  • Phased pavement plan to allow on-site paving as funds become available.
  • Best management practices for stormwater management and soil erosion and sedimentation controls.
  • Lined stormwater detention pond to prevent water infiltration into the spoils pile and the abandoned mine shafts that were known to exist beneath the facility.
  • Gas-powered infrared garage heaters.
  • Office space HVAC designed with LEED energy saving guidelines.
  • Separate garage heating and venting zones integrated with overhead door controls to optimize energy use.
  • Site security access gate and CCTV monitoring.
  • Fire alarm and fire suppression systems integrated with building management system (BMS).
