While employed with a former firm, WB’s Senior Civil Engineer, Derek Hughes, oversaw this $9M project which involved the new design, permitting and construction of over 20,000 ft. of new sewer mains, a pump station, waste water treatment plant and the restoration of all roadways impacted by the construction. For the magnitude of the project, the permitting requirement was extensive. The agencies with which we coordinated included the US Environmental Protection Agency, Engineers, the US Coast Guard (navigatable waterways), the Delaware River Basin Commission, the Delaware River Joint Toll Bridge Commission, the Pennsylvania Department of Environmental Protection, Pennsylvania Department of Transportation, Northampton County Conservation District and the Bangor Area School District Regional Economic Development Authority (BASDREDA). Right of way coordination included DSX Railroad, Reliant Energy (Region Power Generator) and approximately 80 private residents.
Funding for the project came from three sources: Northampton County Grants administered by the BASDREDA, Pennsylvania Infrastructure Investment Authority (PennVest) grants and loans, and Borough revenue. Derek also coordinated the permitting and subsequently oversaw the staff of full-time field inspectors.
As the Project/Construction Manager, Derek was responsible for the constructed facility meeting the design intent and adhering to the construction quality specifications. Four different contracts were awarded and all contractor requests for payment were reviewed and approved for subsequent reimbursement by PennVest. Extensive communication with the Mayor and Borough President was required and monthly reports were presented to the Borough Council. Prudent administration of the unit price contract enabled full roadway width restoration without exceeding the contract contingency.
